Chapter 1: Conflict Mitigation and Management
Chapter one focuses on conflict mitigation and management mechanisms– a collection of arrangements used by conflict parties to mitigate or manage conflict violence outside of a formal peace process. We focus specifically on conflict mitigation measures, restrictions on hostilities, truces and battlefield management arrangements. We discuss what they are, why they are used, and how they relate to the peace process.

Highlight the different arrangements used to mitigate and manage violence outside the peace process.
Recognize the difference between immediate short-term goals (eg mitigating violence) and broader long-term goals (eg point of entry to future initiatives).
