Handbook on Peace Agreement Draft Language

International Relations: Regional and International Cooperation

Chapter [28]: International Relations: Regional and International Cooperation

Introductory Notes

Peace agreements often address regional and international cooperation as essential components for ensuring sustainable peace, reconciliation, and long-term stability. They emphasize the interconnectedness of conflicts, particularly in regions where conflicts cross borders or where international actors have significant influence. Drafting provisions for regional and international cooperation typically involves outlining frameworks for collaboration in political, security, economic, and humanitarian areas. Most likely parties integrate provisions on regional and international cooperation throughout the peace agreement, specifying that to achieve specific goals or to implement specific activities, they will involve certain international mechanisms or other states.

Definitions

Regional and International Cooperation: Collaboration between states, regional organizations, and international actors to support the resolution of conflicts, ensure the implementation of peace agreements, and promote long-term stability in conflict-affected areas.

Goals of Regional and International Cooperation

The goal of regional or international cooperation in a peace process is to pool resources, expertise, and influence from multiple actors to create the conditions necessary for sustainable peace. Regional or international cooperation may serve to:

  • Address the root causes of conflict: Regional and international cooperation helps identify and address the underlying issues that led to conflict, such as political exclusion, inequality, resource competition, or ethnic tensions. Through diplomatic support, mediation, and targeted interventions, it fosters dialogue and comprehensive solutions to prevent the recurrence of violence.
  • Build resilient societies: Cooperation supports the development of inclusive governance, strong institutions, and social cohesion, ensuring that societies can withstand future shocks and conflicts. This includes fostering human rights, the rule of law, and economic opportunities that empower communities and reduce vulnerability to new conflicts.
  • Promote long-term stabilization: By providing security assistance, peacekeeping missions, and technical support for security sector reform, regional and international actors help stabilize post-conflict areas. This ensures that peace agreements hold, governance structures function, and societal recovery is on a steady path.
  • Support the reconstruction and development of conflict-affected areas: International cooperation channels financial aid, technical expertise, and infrastructure investment to rebuild war-torn regions. This involves reconstructing critical infrastructure (e.g., schools, hospitals, roads) and restoring public services to boost economic recovery and improve living conditions.
  • Prevent escalation of violence and tensions: Through conflict prevention mechanisms such as ceasefire monitoring, peacekeeping, and early warning systems, international, and regional institutions help prevent renewed hostilities. Diplomatic efforts and mediation are key tools to address tensions before they escalate into violence.
  • Secure a safe environment for the implementation of the peace process: Peace agreements require a secure environment for implementation. Regional and international cooperation helps establish this through peacekeeping forces, disarmament programs, and providing security guarantees to ensure that conflict parties can transition peacefully and that civilians are protected.

Why Include This Chapter

The inclusion of a Chapter on Regional and International Cooperation in a peace agreement may serve to:

  • Agree on principles of international cooperation and friendly relations;
  • Commit to peaceful dispute resolution;
  • Provide an overview of regional and international actors that will be involved in the peace process;
  • Specify the areas for cooperation between national authorities and other regional or international actors.

They may require the parties to cease specific violations of international law if they want donors to resume their financial support.

Draft Language: Resumption of Financial Contributions
The Parties take note that the resumption of voluntary contributions towards structural co-operation is conditional on the signing of a peace agreement and the entry into force of the Agreement: cooperation must resume in a political environment that emphasizes democratic values, good governance and respect for human rights and for the rule of law.
